If you salvage with an expert kit, can the staff break? I read on wiki but it only says it can be salvaged for materials, nothing about breaking or not breaking.

Ive removed mods from a BMP weapon before and had the actual weapon break , so yes you can lose them. If it bothers you use a perfect salvage kit.
